Ukrainian President Volodymyr Zelensky States He Lacks Definitive Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide solid assurances that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after Britain and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to end the war with Russia is agreed.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we lack such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
